Miranda is the deputy director of the management division at the Board of Governors of the Federal Reserve System, where he is responsible for human resources and technology services. Previously, he was the executive director of Cornell University’s ILR School Executive Education Program and the managing director of Cornell's Center for Advanced HR Studies, one of the world’s leading partnerships between industry and academia devoted to the field of global human resource management. He has also worked as the chief human resource and strategic planning officer at the Society for Human Resource Management and as a vice-president for human resources at Lucent Technologies.
Miranda is a member of the board of directors for the Council for Adult Experiential Learning and a former board member of the Ethics and Compliance Initiative. He worked as an adjunct professor at Georgetown University, Thailand's Chulalongkorn University's Sasin School of Business and Cornell University's ILR School.
Miranda is a graduate of the University of Detroit, where he earned an undergraduate degree in chemistry and a graduate degree in computer science.
